Owing to the increasing cases of deteriorating mental health of the students of  the Delhi University (DU), the varsity has decided to set up two mobile phone de-addiction centres in collaboration with the World University Service (WUS) in the North and South Campus.

Smart phones have eased the communication process. However, it has given rise to a new set of severe problems. A recent study conducted by the Department of Psychology suggests that the increased dependence on the smart phones is leading to severe smart phone addiction and instability in the mental health of the students of DU. In such a scenario, digital detox and counselling of the student community has become imperative.

Researchers have decoded four common triggers for the compulsive use of smartphones which, if addressed, can help shun the screen addiction. The four triggers for habitual smartphone use are: during unoccupied moments, like waiting for a friend to show up; before or during tedious and repetitive tasks; when in socially awkward situations; and when people anticipate getting a message or notification.

Since most of the communication regarding classes and college activities happens through the smart phones, giving up on them is not an option, making them a necessary evil.

Mamta Banerjee, from Lady Shri Ram College, said, “The whole college works on Whatsapp. Everything regarding classes, events and activities is communicated through Whatsapp only. The phone keeps pinging all day and I can’t help but to get addicted to it.”

Another student, who wishes to be anonymous, said, “I wake up to the beep of the cell-phone and sleep with the cell phone in my hand. I always get the fear of missing out and the compulsive urge to constantly check my phone which has increased my dependence on it.”

Professors of the DU colleges have observed the increased use of mobile phones in the classroom, and aggressive behaviour of students when they were called out for it. Dr. Reema Ranjan, a professor commented, “I always ask students to keep their mobile phones in their bags as students tend to use phones during lectures and the attention span of the students has reduced.”

Head of the Department of Psychology, DU, Professor Ananda Pradhan said, “The study conducted by the department found out some stark realities about the mental health and digital toxicity in students. Therefore, owing to the welfare of both the students and teachers, we recommended the varsity to setup the de- addiction centres for counselling”.

In light of this, the University is set to opening these centres at the World University Service (WUS) in the North and South Campus and proposes to organise workshops and regular counselling for students in order to facilitate digital detoxification and check the screen time among students.

Despite protests by teachers, the University of Delhi (DU) has signed a contentious tripartite Memorandum of Understanding (MoU) with the University Grants Commission (UGC) and the Ministry of Human Resource Development (MHRD) with regard to its funding.

In September last year, the MHRD had sent DU a notice that its funding would be withheld if it doesn’t sign the agreement which, as reported by The Indian Express, was termed “arm-twisting” by the DUTA. As reported by NDTV, The tripartite MoU requires universities to continuously increase the internal (self-generated) financial resource through fee hike, shift to revenue-earning commercial courses, engagement with other commercial activities, and manage greater part of their research activities through extramural funding.

It also mentions that release of funds and loans from Higher Education Funding Agency (HEFA) for expansion of infrastructure will depend on the institution’s performance. The DUTA had said that tripartite MoU initiate steps towards the privatisation design that forms the core of the Draft National Education Policy (NEP). “The Draft NEP 2019 aims to reduce the number of Higher Education Institutions (HIEs) while increasing the size of surviving institutions, which will be governed similarly by a privatised Board of Governors and have to have a development office to secure sources of funding other than government funding,” they added. UGC Secretary, Rajnish Jain, and sources in the MHRD confirmed that the MoU was signed last week.

Press Statement by Executive Council (EC), stated that J L Gupta & Rajesh Jha, members of EC, protested against signing of tripatrite MoU with MHRD and UGC recently, by the Vice Chancellor (VC), Mr. Yogesh Tyagi. They came to know that the VC has signed it and then, they wrote a letter to VC raising objection over its grave compromises with the autonomy of the university as conferred by the Parliament through DU Act 1922. It also stated, “This MoU imposes privatisation and contractualisation, on which they strongly dissented in the concerned committee and the EC. This MoU will change the inclusive character of higher education in India as the loans from HEFA are forced on us. When the whole University community has rejected this MoU, the VC should have gone for wider consultation with the statutory bodies and the elected bodies of students, karamcharis, and teachers rather than signing it up in a hush hush manner.” They have also demanded for the authorities to share all information and documents related to the MoU and stop its implementation in the University as it breaches the provisions of the Parliamentary Act. Rajib Ray, President, DUTA, too condemned the MoU and said, “We are yet to see which version was signed — the original or the diluted one approved by EC. Either way, we are opposed to this.” VC, Mr. Tyagi, was not available for a comment on the same.

A political drama-thriller web series by the name Tandav has come under scrutiny after students expressed their distress with the shooting interfering in their day to day college life. A letter has been sent to the Delhi University’s (DU) Registrar with respect to the same as the shooting takes place at the Faculty of Law, University of Delhi.

In a strongly-worded letter by Amit Kumar Diwakar, student of the Faculty of Law, DU, on behalf of the students of the Law Faculty, brought into limelight how the shooting of a web series by director Ali Abbas Zaffar was causing great trouble to the students.

Diwakar registered a strong protest against the permission given for shooting on campus.

In his letter to the Registrar, he wrote, “…shooting for the web series… is creating a huge disturbance and affecting day to day affairs of the University including research, classes, library and movements of students in the campus”.

He also mentioned how the violation of various guidelines issued by the National Green Tribunal (NGT) as well as the Supreme Court of India are being violated for the purpose of shooting.

He put this issue ahead as a grave matter of concern and one which requires interference of higher authorities since there has been a violation of fundamental rights such as the Right to Privacy, along with the violation of the Rights of Persons with Disability Act, 2016 since disturbance has been caused in the movement of disabled persons such as the blind students in the campus.

Noihrit Gogoi, a student at Ramjas College, DU, comments, “I believe the key term here is ‘priority’. We enrol ourselves in a University like DU to engage ourselves in and prioritise an academic environment with, of course, some extracurricular activities. When elements outside of our University like shooting for a film, barges in and interrupts our regular college activities like, even as trivial as going to the library, it compromises the said priority, and that too without our consent while subjugating the ideal environment of a university.”

“Other practical problems like common paths being blocked, disruption in classes, and how many students complained that the film crew was extremely rude and unapologetic during the shooting of Kabir Singh in DU, are always a problem,” he added.

Tandav is one of the most exciting projects taken up by director Ali Abbas Zafar for which he took a year to work upon and will mark his entry into the digital space. The series is co-written by Gaurav Solanki who penned down the well-received film Article 15 which was released earlier this year.

Tandav will be majorly shot in Delhi and is centered around the idea of power corridors of Indian Politics.

The series is set to stream after its shooting is over on Amazon Prime Video in the upcoming year.

The School of Open Learning (SOL), Delhi University (DU) is all set to introduce its online teaching programme to aid students from 1st November.

The University Grants Commission (UGC) has requested SOL  to upload Massive Online Open Courses (MOOC) for B.A. Programme, B.Com (Honours), B.Com Programme and B.A English (Honours) for the first semester.

This comes after the Governing Body made this decision in a prior meeting. The faculty of DU had been requested to submit the proposal for the same. It was earlier approved by the Executive Council of DU.

The motion of online courses was put forward by 22 universities, but UGC gave consent to only four which includes DU.

A “four-quadrant approach” has been suggested under UGC guidelines. This includes video and audio tutorials, open access web content, self-assessment techniques like MCQs, among others. Availability of reading material, in the form of e-books or PDFs, has also been suggested.

The University website provided instructions on making these modules on Tuesday, abiding with the guidelines which state to incorporate video lectures, classroom presentations, small movies, documentaries, fieldwork, virtual experimental learning, gaming, and short question and answers.

It also states that these must be in accordance with the government’s SWAYAM guidelines.

“We have developed a special system, which includes live streaming of lectures. Our teachers have already developed the lectures. We have also hired special tutors and interns,” said Mr CS Dubey, Director of SOL, as reported by Jagran Josh.

SOL is also planning to partially conduct its examination online. The institution had applied for approval to offer online courses in January this year, after the UGC Gazette Notification dated 4th July 2018, prescribing the regulations that shall apply to a university conducting open learning classes.

Entering the 10th day of protest on Wednesday, 9th October 2019, many libraries and labs of several Delhi University (DU) colleges remained shut as the staff protested demanding pending promotions since the past 20-25 years. 

Outside the Arts Faculty building, flustered staff members demanded the implementation of Recruitment Rules (RR). Earlier, a draft had been made in 2018 by a Comprehensive Committee for Delhi University (Non-Teaching) Recruitment Rules (RR) according to which staff members who have been working for a long duration to be given promotion after considering their qualifications. 

Sanjay Singh, President, Delhi University Library Association said to the Millennium Post, “No promotions have taken place for the staff associated with library and labs in DU from the past 20-25 years. These people have been working in the same post for the last two decades.” Allegedly, the University aspires to fill the posts from outside, thus, they are delaying the implementation. 

Around 700-800 members from DU are yet to receive their promotions. These include library staff, lab staff, clerics, assistants and senior assistants among others. Shalu, who has worked in the fraternity over the past 30 years quoted “All we are saying is implement the RR so that the staff can get their promotion. The authorities agree with it and are not denying it, but they have still not implemented the rules.”

The decision has to be taken by Tarun Das who is presently the Registrar, at Delhi University. Lokesh Kumar, Technical Assistant at DU also quoted to the Millenium Post, “We are demanding the implementation of RR rule that was filed by the Comprehensive Committee as soon as possible.”

University Grants Commission (UGC) has initiated its new evaluation set-up of continuous assessment, incorporating poster making, quizzes, essays and much more as a part of the curriculum. Thereby, restructuring a 7:3 assessment pattern.

 

UGC has initiated its latest step towards the evaluation and assessment of students, introducing poster making, quizzes and essays, giving respite to the paper-pen system of evaluation.

The committee that recommended the analysis reforms was headed by Professor M.M. Salunkhe, President, Affiliation of Indian Universities (AIU), with an objective of inculcating continuous assessment- making paper displays, participating in group discussions and writing unit exams for every chapter in addition to the year-end examination. In keeping with the proposed analysis methodology, 70 per cent weightage will likely be given to formative evaluation while summative evaluation, which was thus far 100 per cent of the analysis, will now be restricted to 30 per cent.

“The idea of moving towards a continuous evaluation method is a move away from rote learning and to make learning interesting for students,” said UGC Vice Chairman Bhushan Patwardhan. He further added, “The new evaluation scheme has been formulated by a committee of experts appointed by the commission and will soon be made official by the HRD minister.”

However, apprehensions lurk around the latest move. Rajesh Jha, a Delhi University College instructor told LiiStudio, “One has to see the size of our classrooms; there are 60 students in one class, how are we going to have the ability to do inside evaluation with issues like group discussions and poster making with them?” He added, “What are we going to teach the students anyway by poster-making? If the government wants a curriculum that makes students more creative and develops their critical ability, they should assess this scheme properly before implementation,”. Satviki Sanjay, a student of Miranda House put forth her views on the continual analysis initiative- “Poster making and quizzes seem like a waste of time. I would like the syllabus and the teaching to be more practical and application-oriented, for which I think essays and, to an extent, presentations are great, but a replica of the CCE (Continuous and Comprehensive Evaluation) system in college is impractical. While I agree, there should be some continuous evaluation because we only study for exams, I am not sure how practical and how well implemented this system would be.”

With private universities such as the Azim Premji University and Ashoka University already abiding by the continuous evaluation process, results of implementation of a similar process on DU colleges are awaited.

Late 6th October night, a father received a purported video of his daughter on WhatsApp with her hands and legs tied with repeated cries of “mujhe chhor do”. A case was registered in the Adarsh Nagar police station.

A first-year correspondence student from Delhi University (DU) left her home in Adarsh Nagar on Sunday to attend classes at a DU college, but instead, she went to Purana Quila with her friends. She lied to her father over the phone stating she was outside her college. He demanded to show him the college building on a video call. She panicked and hung up after which she avoided her parents’ calls and spent the night ahead at her friend’s house. 

Fearing that her parents would discover her bunking college, and scold her for the same, the 18-year-old orchestrated her own kidnapping. Late Sunday night, the father received a purported video of his daughter on WhatsApp with her hands and legs tied with repeated cries of “mujhe chhor do (leave me). A case under IPC Section 365 (kidnapping) was registered in the Adarsh Nagar police station. The girl’s phone was put under technical surveillance, while teams were formed to look for her. 

Her parents received a call from a passerby in Old Delhi’s Ballimaran area on Monday stating that their daughter was crying on the street. However, she had asked the man to call them up. 

While questioning, she alleged to the police that she was kidnapped by four-five men on Sunday evening who took her to a jungle. “She couldn’t point out the location and said that at night when the men slept off, she escaped. When she was prodded a bit more, she confessed that she had made up the story,” said DCP (North West) Vijayanta Arya to The Indian Express. The woman made a video of herself in distress with hands and legs tied with the help of a friend. 

A similar incident took place in Mumbai, March 2018 when a Class IX student faked his kidnapping and sexual assault after bunking to escape punishment from his parents and school.

Hostel dwellers of Hindu College protested in front of the Principal’s office against the new stricter criteria of attendance and GPA to be maintained to retain hostel accommodation in the second and third year by residents.

Recently, the newly-elected Students’ Union of Hindu College, led the protest against the hostel administration, as allegedly the college administration was threatening them by making calls to their families, and disciplinary action in terms of electricity cuts was imposed on the students.

The Union claims this was a protest to demand their rights. It was also said that these stricter rules were just to discourage the students to avail hostel facilities. The students also believe that the increase in fees of hostel facilities is just to pave way for privatisation of hostel in the coming years.

Delhi University (DU) Hostel for outstation students, who cannot afford the expensive PG life that Delhi has to offer, works as a suitable alternative. However, one must question the relevance of this protest.

Two years ago, the College Hostel administration had decided that only those who get above 6.0 CGPA in the Arts stream and 6.5 in the Science stream and who have above 67 per cent attendance will be able to retain their hostel accommodation.

Last year the it had been increased from 6 to 6.5 for the Arts stream and from 6.5 to 7.0 for science stream and the attendance criteria had also been increased to 75 per cent.

Many students were affected by this criterion, as it was stricter and student weren’t made aware of this earlier. However, no immediate protest took place.

There are few arguments that show this protest as a political move than a liberal one.

A Hindu College student who lives in the boys’ hostel, under conditions of anonymity told DU Beat, “The protest is not for the rights of the students. As the students of this year were well aware of the new rules as mentioned in our undertaking. The GPA and attendance criteria were mentioned.”

The Statement of undertaking is a legal binding document that is made signed by each hostel dweller. It is done so to make the students accountable for the conditions they have agreed on to avail hostel facilities.

As all the students had signed the undertaking in their complete senses, without any use of force, their right to protest against the rules is invalid legally.

Other than this, what is more astounding is the fact that when these rules were first implemented a year back, no protest or resistance took place, neither by the hostel dwellers nor the student union. The sudden need for protest raises questions of the intention of the protest.

Whether the protest was necessary or not, one must not forget that the hostel facility is the only way many outstation students can afford to study in DU.

For the update on the protest that took place, another student in anonymity told DU Beat, “There was only one protest by the newly elected Students’ Union and the other inmates. It was just really a one-evening-thing, and was resolved (called off) when they finally discussed the issue with the Principal.”

The adrenalin rush on the first day of college, to the jitters on the first day of fests, college gives you a taste of it all. But how different is the teacher-student equation in college from the equation in school? Let’s find out.

For most of us, the transition from school to colleges has been fascinating at the very least, as we learn to navigate through the freedom in the college corridors. After twelve years of getting discipline ingrained into every cell of our body, college sweeps in like fresh air. This evolution from schools to colleges impacts our relationships too- be it friendships, or teacher-student relationships. While our friendships also change as we enter the Delhi University (DU), there is a stark difference in the way our relationships build with professors in DU.

In schools, we were used to the everyday prayers and good morning greetings as soon as the teacher entered the class. In DU, though, the obligatory “good morning, ma’am/sir” rituals bid you farewell.

A prime characteristic of the teacher-student relationship in school life was the presence of this teachers’ pet, no matter the school or the subject. The child who would always butter up the teacher and volunteer for all the work (and who we all were secretly annoyed with) to get those extra two marks in exams. However, in college, barely any of that works. “Forget favouritism from professors, they teach and that’s it. That buttering doesn’t work here,” says Leha Biswas, a student at Lady Shri Ram College.

In schools, we always had this one teacher who would make it their mission to personally be updated with what is happening in their students’ lives. Through summons to the staff room to hushed conversations in the class, this teacher knew more about you than your classmates did. At the same time, you could somehow always count on them to get you out of those principal’s detentions. In college, though, the relationship cools down. “I have the coolest teachers, so we have a professor who would be leaving soon, we told him that we would miss him. His response was the best – “Oh come on, it’s too soon to miss me.”

We all were also very used to the teachers scolding us for not finishing our classwork, for not submitting our assignments, for not faring well in exams, for not being quiet in class, for not… you get the point! School was indeed a second home where sometimes the only right way to behave was how your superiors wanted you to. Coming to college did make us all realise it is okay to let go sometimes. Moreover, the professors don’t mind a few mass bunks, which was a sin back in school. Harsh Singh, a first-year student at Shri Ram College of Commerce said, “In just the first week of college we bunked a class, casually walked our way to Hudson lane for lunch! I guess this sounds quite normal, but for people coming fresh from school where all sorts of fire alarms would go off and the school would come charging at you with tear gas bombs, lasers, and tranquillising darts, even if you step out of your classroom in a free period, I must say that there is definitely some contrast here”.

Teachers at DU have an ornamented CV, jewelled with achievements and degrees. Well, it would be tough to generalise them, but, if you love your course then they would make you sing. Nevertheless, they would make you yawn as well! They don’t restrict you to be glued to your books – they want you to participate (but not too much!). They address every taboo for which you were shush-ed in school. They know that their students are adults and dialogues form a part eventually. Be it the menace of the education system or random talks, casual to heated discussions are pretty usual.

And let’s address the elephant in the room; they do know your craze for the much-awaited fests. And hold on for a second, brushing off the dust from books ten days before semester examinations, well that is not a secret, professors know that deal! The attendance fiasco, although, remains a challenge as getting their sympathy over Extra Curricular Activities is a hard nut to crack.

Where school provided comfort, college provides novelty. Nighat, a first-year student at  Aryabhatta College says, “In school, we were attached to the teachers on an emotional level. In college, we can relate to our professors on a spiritual level.”

Both relationships have their own charms. Familiarising ourselves with the new environment should not make us forget our roots. And as students, it is for us to cherish our school teachers and look forward to our college professors!

The University Grants Commission (UGC) has granted approval to the University of Delhi (DU) to start five online courses, that would be made public from January 2020. 

On 1st October 2019, the University of Delhi got the green light to conduct five online undergraduate courses by the UGC from January 2020 by the School of Open Learning (SoL). The courses provided by DU will be made made available for five subjects: B.A. Programme, B.A. (Hons.) English, B.A. (Hons.) Political Science, B.Com, and B. Com (Hons.). 

 An official from UGC spoke to NDTV  and said that SOL will upload the learning materials on its website by November this year and start enrolling students in the program from January 2020. The courses will be made available for students in India as well as those abroad, and are being introduced to attract global students to study at the University of Delhi. 

The letter of intent (LoI) was issued by the UGC to the university on 16th September 2019, as reported by DNA India

“These courses actually belong to the School of Open Learning (SOL) but by January they will become online courses and will be available all around the world,” a senior official was quoted by a news daily. 

“One of the officials of the Delhi University said that the proposal of online courses was put forward by 22 universities but UGC gave permission to only four universities out of which the Delhi University is one,” the report said.

Dr CS Dubey, Director of the Campus of SOL, said that the online courses will be available not just in India, but students from any country can take admission in the courses. Earlier, Dubey had also said that the DU is planning to conduct 30 per cent of its exams online in a phased manner.

Students too appreciated this. Sabaa, a second year B.A. (Hons.) English said, “I think it is a great opportunity being offered by the University. Not only is it good for integrating DU in the global educational structure, every year the cut-offs become impossible to achieve. This way, those who didn’t clear the cut-offs or are outstation students without the means to move to Delhi for studying, can also enrol in the University. “
