DU has launched three new B. Tech courses under the Faculty of Technology from the upcoming academic session, 2023-24, added with several benefits and incentives from supernumerary seats for single girl child to reimbursements upon purchasing laptops.

The University of Delhi besides introducing three B. Tech courses- namely, B. Tech Computer Science and Engineering, B. Tech Electronics and Communication Engineering, and B. Tech Electrical Engineering- is also offering several incentives along with the programmes. Supernumerary seats for single girl child, scholarships for underprivileged students, and laptops for all are some of those incentives, as underlined by Vice-Chancellor Yogesh Singh on Wednesday.

Addressing a press conference, the Vice-Chancellor also mentioned that the new academic session shall begin on August 16. Expanding more upon the B. Tech programmes, he went on to add that 360 students would be admitted to the engineering curriculum, with 120 seats in each course while a seat in each of these three programmes will be given to a single girl child in the form of a supernumerary seat. Moreover, every student enrolled in B. Tech will be reimbursed up to Rs. 50,000 on the purchase of a laptop.

He said that the University will also introduce a Financial Support Scheme (FSS) to extend the benefits of equity and access to quality education to economically weaker students seeking admission to BTech programmes. Under this, candidates whose parents’ income is Rs. 4 lakh or less will be given a 90 percent fee waiver at the time of admission while candidates whose parents’ income is more than Rs. 4 lahks and less than Rs. 8 lahks will get a 50 percent fee waiver at the time of admission. The University has also included a supernumerary quota for orphan students this year.

The B. Tech programmes would be designed in such a manner that there would be a minimum of 50 percent weightage given to the major subject area of study with a maximum of 65 percent weightage. The remaining weightage would be to the minor subject areas of study, the Vice-Chancellor added.

Not only that, students will have several exit options with the National Education Policy. Students who will have completed one year of study with requisite credits will be awarded a certificate, those with two years and requisite credits would be provided with a diploma, those with three years and requisite credits will be granted an advanced diploma while those completing all four years of study along with a proper number of credits will get a B. Tech degree.

Lastly, the Vice-Chancellor mentioned that the Faculty of Technology will be situated on the North Campus of DU for logistic support and proximity to other departments. Besides the B. Tech courses, the university will also be launching a five-year LLB programme along with ITEP courses from the upcoming academic year.

Delhi University has decided to introduce three B-Tech courses namely, B-Tech Computer Science and Engineering, B-Tech Electronics and Communication Engineering, and B-Tech Electrical Engineering from the academic session 2023-24.

The three courses conducted under the Faculty of Technology will commence with a total capacity of 360 students. The eligibility criteria to get a seat in the courses will be through JEE-MAINS.

The university’s Executive Council shall review the proposal on Friday, (9th June 2023). This proposal has been added after the university received approval from the Ministry of Education for the creation of 72 teaching and 48 non-teaching posts for the new programmes. Earlier, in 2021, the university had constituted a committee to deliberate on the introduction of new programmes according to PTI.

“The committee held several meetings in the last one-and-half years and systematically deliberated upon various issues within its terms of reference to facilitate the initiation of the three B-Tech programmes under the Faculty of Technology in the emerging subject areas of computer science and engineering, electronics and communication engineering and electrical engineering,”

-an official said citing the report submitted by the panel.

The report further sighted that the proposal has been submitted to the Union Ministry of Education for the construction of physical infrastructure for the Faculty of Technology which will take time on receipt of necessary financial and other statutory approvals.

The committee recommended that adequate arrangements for space should be made for classrooms and laboratories until the building for Faculty of Technology is built and made functional.

“The committee authorised the vice-chancellor to decide upon the space and other essential physical infrastructure for initiation of these B-Tech programmes,” -the report read.

As far as the strength of the courses is concerned, 120 students should be admitted into each course, making it a total of 360 students that will be admitted in the first year.

The report also stated that the B-Tech programmes would be designed in such a manner that there would be a minimum of 50 per cent weightage given to the major subject area of study with a maximum of 65 per cent weightage. The remaining weightage would be given to the minor subject areas of study.

It is also to be noted that in line of the National Education Policy (NEP) 2020, the students will have multiple exit options in line. A student who has completed one year of study and earned the requisite credits would be awarded a certificate, those two years of study and requisite credits would be awarded a diploma, with three years of study along with credits would be awarded an advanced diploma. Students who successfully complete four years would be awarded a B-Tech degree.

PTI confirmed that the departments of Computer Engineering, Electronics and Communication Engineering and Electrical Engineering are required to be situated on the North Campus of the university for logistic support and proximity to the majority of the faculties/departments on the campus.

The year 2013 witnessed the introduction of the (infamous) Four Year Undergraduate Programme in the University of Delhi. The polemical curriculum brought thousands of new faces with a streak of hope shining on each one of those. A set of those students took admission in the newly introduced Bachelors of Technology courses. These students enrolled themselves with the aim of coming out of college as engineers; little did they expect what awaited them!

From an inadequate course structure to lack of infrastructure facilities, this course had plenitude of defects. The students had to struggle since the very beginning. They fought to save their course from being scraped. They fought to seek the AlCTE approval for their course. They fought to convince the University to enhance the quality of what they were being taught. All of which should have been already provided by one of the finest institutions of the country.

Even after innumerable and massive revolts, there are still some questions which demand answers. Did the University think it was justified to teach engineering students about what prime numbers are? Was it not the responsibility of the University to take care of the laboratories, which in many colleges are in a reprehensible condition, before introducing such rigorous courses? What made them think that lack of proper faculty would not affect the studies of these students?

The students took admission into the University because they had trust in the institution. But as the term of this course comes to its final stages, the University seems more and more adamant towards not accepting their blatant mistakes. Where in other engineering colleges, students pursuing B. Tech courses are luckily placed in the third year of their college, here are Delhi University students of the same course who aren’t even allowed to attend pre-placement talks. Besides, the brochure of the Central Placement Cell doesn’t even show the B. Tech courses in its list of courses. While the University should have been seen making extra efforts for illuminating the future of these students, it looks to be going the other way.

The University surely cannot go around enshrouding their wrong deeds. It will have to answer to the raising voices of the students who ask for their legitimate rights. We just hope for it to come up with either a suitable solution or an exceptional excuse!
