On 12th January 2021, Delhi University (DU) signed a Memorandum of Understanding (MoU) with Indian Council for Cultural Research (ICCR) to set up a centre in DU for overseas students.
On Tuesday, 12th January 2021, the University of Delhi (DU) signed a Memorandum of Understanding (MoU) with the Indian Council for Cultural Research (ICCR), under the Ministry of External Affairs (MEA). According to the MoU, an ICCR centre will be established in partnership for catering to the needs of the overseas students who come on the ICCR scholarship. As per reports, DU stated that it had already started benefitting with having received three times more than the earlier number of the ICCR-sponsored students. Reportedly, the ICCR brings in students from over 120 countries to India for study.
This is a big step towards the government’s commitment to make India a hub for international students. ICCR will also have its north India zonal office in DU. The MoU will facilitate the admission of more students from foreign countries under the ICCR fellowship. This will also help foreign students since if there are offices here, they won’t have to go here and there.

ICCR was founded in 1950 and was set up to formulate and implement policies relating to India’s External Cultural Relations. ICCR has an Academic Visitors’ Program which brings together top academics from different countries together. It also provides more than 3000 scholarships to foreign students every year.

The arrangement between ICCR and University of Delhi is a step towards PM’s vision of making India a hub for International Education.

DU released a statement on Tuesday in which it stated that the ICCR had also “pledged to conduct various academic, cultural and extra-curricular programmes to enhance the academic environment and cultural exchange in the University.” Reportedly, the academic exchange will also include DU professors visiting foreign universities and as well as foreign professors coming to the central varsity with ICCR support.
