Delhi University Teachers’ Association (DUTA) has refused to comply after the University of Delhi sent colleges and institutions letters seeking details regarding the online classes conducted by teachers.

On 20th April 2020, the University of Delhi (DU) administration had sent a letter to all of the varsity’s colleges and institutions to enquire about the online classes being taken by the teachers. However, the Delhi University Teachers’ Association (DUTA) has refused to comply with these demands. DUTA said that the teachers would not be filling out this form as it feels that this form could be used to draw a conclusion that is in favour of online exams.

This seeking of information was done by the varsity after the Human Resource Development (HRD) Ministry sought details of the online classes being conducted during the pandemic by the teachers. Previously, the university had urged its teachers to remain in touch with students. They had been asked to distribute e-resources, and this was done by providing material through WhatsApp and e-mail. On Monday, 21st April, DU sent a letter to its colleges requesting information regarding the classes being conducted online.

However, DUTA wrote to the Vice Chancellor, urging him to withdraw the letter. “We express our utter dismay at the approach taken by the university in the face of the pandemic with respect to conduct of online classes and the forthcoming semester examinations,” the association wrote to the VC. “The letter does not indicate as to the purpose for which this information is being sought, that too at such short notice. We wish to point out that the format sent out to the colleges reveals extreme shortsightedness as there is no attempt whatsoever to find out how students and teachers are coping with the abrupt closure of the university due to the pandemic and subsequent lockdown announced by the government.” They also added that “The format expects teachers to answer questions in a manner that would reveal very little about the preparedness for exams or issues which they are facing.”

Earlier, DUTA had written to the administration opposing the idea of online examinations. They had urged the administration to understand the lack of resources available to various students of the varsity, as well as the fact that online classes could not compensate for in-class lectures. They, therefore, insisted that online examinations weren’t a viable option. 

“Hence, to ask colleges to submit details of online classes on the format circulated is not only grossly misplaced but also indicates the complete lack of concern on the part of the authorities towards the well-being of students and teachers,” the DUTA said.

DUTA has therefore decided to reject the letter in fear that it may be used to draw conclusions in favour of online examinations.

On December 9th, as a part of the indefinite strike against the Ad-Hoc Crisis, more than 3000 teachers of the DUTA marched to Parliament Street to demand absorption of all ad-hoc teachers.

 

The Delhi University Teachers’ Association (DUTA)’s movement for the absorption of ad-hoc and temporary teachers has intensified over the past week. More than three thousand teachers marched to Parliament Street on 9th of December, where many of them courted arrest with the DUTA leadership.

 

DUTA began protesting from 4th of December, the protest that initially began outside of VC office has seen some improvements. The protest continued day and night,. in many parts of the National Capital. It has seen many forms of protesting like Vice-Chancellor (VC) Office Gherao, candlelight marches, “We Are Our Families” and much more.

 

After much struggle, the Ministry of Health and Development (MHRD), agreed to some of the urgent demands of the DUTA, including the amendment to the 28th August DU Administration Circular and the counting of past services in all pending cases of promotions as per the 2018 Career Advancement Scheme. However, the demands for the absorption of ad-hoc teachers and the counting of total years of service for promotions have not been conceded to by the MHRD.

 

The ad-hoc teachers were let go all, overnight, by the decree of the 28th August Circular, the inhuman and exploitative conditions under which Adhoc teachers have been forced to work for many years, including the denial of minimum employee rights like maternity leave etc. can only be mitigated through absorption as believed by the DUTA.

 

In order to gain more momentum to the movement, The DUTA leadership has written a letter to the HRD Minister, urging the Ministry to initiate further dialogue on all the urgent and pending issues that have been ignored till now.

 

In a letter titled ‘Demand for a UGC Regulation for the One-Time Absorption of temporary and ad-hoc teachers and other crucial demands of teachers of Delhi University’, addressed to Sh. Ramesh Pokhriyal ‘Nishank’, Hon’ble Minister, Ministry of Human Resources Development, the DUTA has welcomed the timely intervention of the MHRD and UGC in meeting the teachers’ representatives to find solutions and the acceptance of some of their key demands through the Ministry’s communication dated 5th December 2019.

 

The letter also mentions other unaddressed demands of the Association such as that the Second Tranche positions of the much delayed Other Backward Classes (OBCs) Expansion and Economically Weaker Section (EWS) Expansion be immediately utilized and added to the teaching roster following the Department of Personnel and Training (DoPT) guidelines. In this context, the DUTA also demands that the Kale Committee report be adopted and implemented in Delhi University and that the University Grants Commission (UGC) sanctions posts for self-financing courses and absorbs teachers working on these positions.

 

The DUTA has also been demanding an end to the constant threat to the service conditions of the teachers of Physical Education in the University.

 

 

DUTA, has also, allegedly said, “…if the MHRD continues to ignore the DUTA’s pending demands, it will face the collective ire of the teaching community.”

In light of these recent developments in the teachers’ resistance movement in the University, Rajib Ray, President DUTA, in conversation with DU Beat, encouraged the student-teacher collective step-up their involvement in the movement for teachers’ welfare and an efficient education system.

Due to the varsity’s lack of action despite the perpetrators having been found guilty, a sexual harassment survivor wrote to the VC, PMO and MHRD, complaining about the lack of initiative taken.

 

Despite the varsity’s Internal Complaints Committee (ICC) finding the head of the Chemistry department (HoD) guilty 18 months ago in case of sexual harassment report, no action has been taken. The case is claimed to have occurred on April 2018, and despite the ICC’s confirmation, the university has taken no action. A day before the DU Executive Council (EC) meeting, the alleged survivor has written to the DU Vice-Chancellor, the PMO (Prime Minister of India), the MHRD (Ministry of Human Resource Development) and others stating that the university has delayed in giving her justice.

 

In the letter, the alleged survivor has stated that while another EC meeting has been called on October 25, her sexual harassment cause has also been called for discussion. Alleging that she was not informed about her case in the previous EC meetings, she said that she got to know that to decide her case,  the VC has constituted a new three-member committee, consisting of 2 EC members and one member from outside the University, as reported by The Times of India. The survivor expressed distress at the knowledge that the varsity has let the guilty HoD and the six other members of the Chemistry department walk free.

 

The survivor- whose identity has not been revealed to protect her privacy as per Supreme Court directives on cases related to sexual harassment- alleged that the University failed to abide by its regulations regarding sexual harassment at workplace.

 

Under Section 9 of the code of regulations, the survivor was to be provided interim relief, which she claimed she was not while the case was being enquired by the ICC. The letter also states that despite the case being reported on May 2018, no decision has been taken and no punishment has been given to the guilty party, which is a direct violation of Section 8(4), which states that the UGC regulations on sexual harassment, the Executive Authority of the University has to take a decision within 30 to 45 days after a report has come out.

 

The committee made by the VC is extra-legal and does not find a place in either the POSH law or the UGC Regulations 2016- the survivor thus stated that this quasi-judicial body cannot be allowed to discredit the ICC report.

 

She also revealed that on September 15, the Chemistry department called for an interview for the position of assistant professor on a guest basis in which she applied but the HOD was a member of the selection committee despite the ICC saying that he cannot be a member of the selection committee if she applied.

The Minister of Human Resource Development (HRD), Prakash Javadekar, announced the 2018 National Institute Ranking Framework (NIRF) rankings at an event in Vigyan Bhawan.

The Ministry Of Human Resource Development’s National Institutional Ranking Framework (NIRF) ranked Indian Institute of Science Bengaluru as the overall best institution in the country. At an event in the Vigyan Bhawan, the Minister of Human Resource Development (HRD), Prakash Javadekar announced the NIRF rankings wherein, Indian Institute of Management (IIM) Ahmedabad was declared the best management institution and Indian Institute of Technology (IIT) Madras bagged the position of best engineering college. In the University Rankings, IISC Bengaluru stood first, followed by Jawahar Lal Nehru University (JNU), and Banaras Hindu University (BHU). The premier healthcare institute All India Institute of Medical Sciences (AIIMS), Delhi, was ranked the number one institute under the medical college category. University of Delhi’s Miranda House, situated in North Campus, was announced as the best college, and National Law School of India University (NLSIU) Bengaluru, stood first in the law school category.  Other eminent colleges of Delhi University, like, Hindu College, Lady Shri Ram College for Women, and Shree Ram college of Commerce were also part of the top 10 colleges in India for the year 2018.

This year, NIRF added medical, dental, architecture and law categories in its rankings, apart from the other four categories of 2016, Universities, Engineering, Management and Pharmacy. A total of 4000 institutions had applied this year, in comparison to the 3000 that were considered last year. The rankings have acquired much significance as the performance of the institutions is linked the “Institutions of Eminence” scheme.

“I no more need cash in my college. We pay through our ID cards everywhere within the campus” exclaimed Akankshya, a student pursuing B.Com in Lakshmibai College, as she flashed her new identity card which bears a bar code. In a step towards promoting digital transactions and encouraging Information and Communication Technology(ICT) based learning, Lakshmibai College has introduced new identity cards, through which students can make payments at all places within the campus. The identity cards that earlier used to be a gate pass for the college students, are now their food pass too!Provided they have money in their cards,of course.

The new cards can be used to make payments at the college library, canteen, photocopy shop and office. Students can load money in their ID cards through the website or the college’s android application. Then, they can use this money within the campus according to their own requirements. At all the points of payments, Radio Frequency Identification (RFID) is used which scans the bar code present in the card and deducts the amount from the card. This initiative was launched as a joint venture between the college and Bank of India, which also operates a branch within the college campus.

According to many teachers and students, this initiative is the brainchild of Dr. Pratyush Vatsala, the principal of the college, who has taken several initiatives towards improving the digital infrastructure of the college. She says, “We wanted to increase the utility of the card, and thought why not make it usable for payments within the campus, so we added the cashless payment option to it. We’re the first college in all of DU to have introduced such a move.”

The cards have been colour coded to signify the students’ year. The first year students have purple-and-white cards, the second year students have blue-and-white cards, and the third year students have maroon-and-white cards. Those who hold positions in college societies have tri-colour bands on the cards.

“Our college began this initiative much before the demonetization was announced by our Prime Minister,” said Dr. Sucheta Gauba, a faculty member from the college. Speaking about the new initiative she insisted that this could be an example for other colleges of Delhi University to go cashless. She also said about various other initiatives that the college has undertaken for increasing digitalization of the facilities. The college has developed an app through which teachers can post crucial updates regarding classes, distribute assignments and students can even order food from the college canteen.

As our country is trying to come to terms with the sudden push of GoI towards a digital economy, this unique initiative by Lakshmibai College authorities is an example for other colleges of Delhi University, which are figuring out ways to create cashless campus by 12th of January, 2017 to fulfill the new order issued by the Human Resource Development (HRD) ministry and promote a digital economy.

After carrying out relentless searches, Union HRD Minister Smriti Irani’s bachelor’s degree seems to have consigned to oblivion by the University of Delhi. Failing to furnish documentary evidence of Irani’s educational qualifications, the Assistant Registrar of School of Open Learning (SOL), DU, Mr. O.P. Tanwar was quoted as saying, “1996 documents related to her BA are yet to be found,” as he addressed the court.

The varsity’s move came in response to the court’s earlier order for summoning the minister’s documents from its School of Open Learning department on the allegation of a discrepancy in the affidavits she filed in 2004 and 2011. While her 2004 affidavit claims that she completed her BA in 1996, another affidavit by her for the 2011 Rajya Sabha poll from Gujarat mentions her highest qualification as B.Com (Part I) from DU.

The case, which came into limelight following a complaint by Ahmer Khan, a freelance writer, Smriti Irani’s educational status has been in question ever since. The complainant had alleged that the HRD minister had deliberately produced false affidavits and thus is liable for punishment under relevant sections of IPC (Indian Penal Code) and under section 125A of Representation of the People Act (RPA). Section 125A of RPA deals with penalty for filing false affidavit and entails a jail term of upto six months or fine or both.

The Assistant Registrar also informed the court that Irani’s Class 12 documents, submitted along with the admission form of B.Com (H) course, were yet to be found. He was however quick to add that “verification must have been done before the admission”, as he was quoted by a national daily.

However, it seems like faking one’s educational degree is the new fad that’s become increasingly popular with our politicians and PM Narendra Modi has become the recent victim of this trend.

Talking about the issue, Teacher Representative of Executive Council, University of Delhi, Ms. Abha Dev Habib told us, “Whether it is the degree of the HRD Minister or the PM, it will be unfortunate if they make claims of having a degree they don’t hold in the first place. And it is strange that the university doesn’t have records. There is definitely pressure but this is nothing less than a blatant excuse. To me, degree doesn’t matter, but the ministers are the role models for the general public and information must be furnished by the varsity on the same.”

Commenting on the current state of the Ministry of Education’s working, she added, “I am not disappointed that she doesn’t have a degree, what I am disappointed with is the continuos interference of the ministry in the education system. The hasty implementation of CBCS system in less than 7 months is the biggest case in point. It is all about rational thinking and a scientific temperament to be able to take decisions, degree doesn’t matter here.” Also talking about the recent controversy surrounding the degree of PM Modi, she further connoted, ” The PM wants to talk to the nation on Mann Ki Baat but what perturbs me is his silence on issues of importance. Whatever the degree may be, it should be truthfully embraced.”

The court also asked SDM of north Delhi to bring documents filed by Irani with the affidavit for contesting 2004 polls from Chandni Chowk constituency here and fixed the matter for further hearing on June 6. The pivotal question here however remains whether power gives an easy escape route to politicians to distort their educational qualifications.

Education, literacy and entrance examinations have always been a subject of popular debate in our country, with thousands of students aspiring every year to get through some of the best educational institutes of the country, like the IITs, NITs, AIIMS, etc. The Indian Institute of Technology Joint Entrance Examination (IIT-JEE) has always been an elusive examination for most students, with lakhs of students preparing every year to attain the coveted tag of being an IITian, with only 1% getting through. The IIT JEE examination is considered the toughest engineering entrance examination inAsia, and those who crack it pride themselves in doing so.

In May 2012, the Union Human Resource Development (HRD) Minister, Kapil Sibal announced a revamp of the IIT JEE examination, with the inclusion of all the major engineering entrance examinations of the country into one single examination- Indian Science Engineering Eligibility Test  (ISEET). The new pattern consisted of two examinations- the ISEET Main and the ISEET Advanced. The top 40,000 students of the ISEET Main examination would be allowed to appear for the ISEET Advanced, which granted admission to the premier institutes of engineering like the IIT’s and NIT’s. However, ranks would be determined by taking 50% of the score of the advanced examination and 50% of the class 12 board examination results.

This proposal had earlier been pending in the Parliament, but was passed this May, causing uproar throughout the country. Students as well as parents protested against the inclusion of the class 12 board examination marks and the IIT senates immediately condemned this decision of the government. IIT Delhi moved the High court two weeks after the declaration of this decree. IITKanpurmoved a step ahead and announced its very own entrance test from 2013.

Amidst this entire confusion, there were hotly contested debates on various public forums, with writers like Chetan Bhagat and Directors of ‘prestigious’ coaching institutes condemning the decision to include the class 12 board marks and they labelled this move as an attempt to lower the standard of the IIT’s, which are the pride of India. The IIT senates felt extremely insulted by this impeachment on their autonomy. A student studying in a coaching centre in Mumbai said, “ I took a drop after my class 12 to prepare for IIT JEE, and I hadn’t fared very well in my boards as I was busy preparing for IIT JEE. Now that the pattern has changed, does the government expect me to go back and give my class 12 boards again? Before, cracking the JEE was important. Now, if class 12 marks determine our ranks, then where will students who have taken a gap year go?”

However, the Director of the Vidyalankar group of coaching classes felt that this decision was a wise move. With coaching classes branching out all over the country, IIT JEE had become an examination for conditioned mindsets, not academic brilliance. With the implementation of the ISEET, students would become more serious about attending school and performing well in the boards. The practice of integrated school- cum- coaching classes like Bansals and Narayana would soon disappear and students could again go back and enjoy their school days – something they deserved and which they should not be averse to. He also added that his coaching centre offers coaching for both class 12 and IIT JEE. Looks like business strategies are changing as fast as the education system.

With increasing dissent all over the country and a complete deadlock over the course of the future of thousands of children sitting for the entrance examination in 2013, Kapil Sibal organized a meeting with the IIT directors and finally came to a consensus about the pattern of the ISEET examination. The proposal for 50% weightage on class 12 board marks was scrapped and it was decided that students in the top 20% of their board would be allowed to sit for ISEET Advanced. The number of students eligible to sit for ISEET Advanced now increased to 1,50,000. The agitation slowly died down, as the decision makers came to a consensus without taking the views of the children into account, which is usually always the case when it comes to education. Take the implementation of the semester system inDelhiUniversityas an example.

With the ISEET implemented, the students still haven’t received any intimation in regard to the pattern of the new exam and are still in the loop about whether their board marks will be scaled down while assessing their ranks or not. We can now just wait and watch the outcome of this new exam- a political gimmick, most people say, before the 2014 elections. Whether it will be a huge disaster like the National Eligibility cum Entrance Test for medicine (NEET), which was a complete failure last year, or a success…only time will tell.
